Roles and Responsibilities of the Planning and Zoning Commission
Planning Responsibilities
- Develop and update the Town Plan of Conservation and Development (POCD) to set long-term goals for land use, housing, transportation, open space, and infrastructure.
- Guide community growth in a way that maintains Middlebury’s character and aligns with future needs.
- Evaluate long-range impacts of development proposals on local resources, public services, traffic, and environmental quality.
- Coordinate with regional planning agencies on matters affecting the broader area.
- Promote conservation efforts, including protection of wetlands, open space, and environmentally sensitive areas.
Zoning Responsibilities
- Review and act on applications for site plans, special permits, zone changes, and subdivisions.
- Develop and enforce the Town’s Zoning Regulations to ensure consistent, fair application across all properties.
- Oversee zoning map amendments and ensure zoning districts align with the POCD.
- Regulate land use to ensure health, safety, and welfare of residents, including building placement, density, signage, and permitted uses.
- Hold public hearings to gather community input on zoning matters and proposed developments.
- Collaborate with enforcement officials to address zoning compliance and resolve violations.
The Planning & Zoning Commission meets every first Thursday of the month at 7:00 p.m. at the Shepardson Community Center in Room 26.
