Invitation to Bid

Electrical Work for the Town of Middlebury Public Works Department
Mandatory Walkthrough:  Thursday, July 20, 2017 at 10:00 a.m.​

 

The Town of Middlebury is soliciting bids for Electrical Installation Work for the Town of Middlebury Public Works Department located at 1 Service Road, Middlebury, CT 06762.  Specifications, Scope of Work and Methods and Materials will be outlined here. Bids will be received by Connie Brunswick, Finance Assistant, Middlebury Town Hall, 1212 Whittemore Road, Middlebury, CT 06762-2425, until Wednesday, July 26, 2017 at 9:00am at which time they will be publicly opened and read aloud in the Town Hall Conference Room located on the third floor.

 

Proposals must be submitted on the forms provided in a sealed envelope plainly marked "Bid – Electrical Work for the Town of Middlebury Public Works Department".  Bid specifications may be found on the State of Connecticut DAS website www.das.ct.gov, the Town of Middlebury website www.middlebury-ct.org, or by emailing Connie Brunswick, Finance Assistant, at cbrunswick@middlebury-ct.org

 

To receive consideration, bids must be delivered to the Finance Office no later than the day and hour mentioned above. The Town of Middlebury reserves the right to accept or reject any or all bids; to waive any informality; or to accept any bid deemed in the best interests of the Town of Middlebury. All bids will be considered valid for a period of sixty (60) days from the date and time of opening.

 

Mandatory Pre-Bid walkthrough:

A mandatory pre-bid walkthrough is scheduled at The Department of Public Works Garage 1 Service Road, Middlebury, Connecticut  06762 on Thursday, July 20, 2017 at 10:00am.  In the event a potential prime contractor is unable to attend the mandatory pre-bid walkthrough, an authorized representative may attend on their behalf.  Representatives may only sign-in for one (1) company.  Subcontractors may not represent a potential prime contractor at a mandatory pre-bid walkthrough.  No bid will be accepted unless the bidder or his authorized representative signed in and was in attendance at this walkthrough.

 

BID OPENING DATE:

  • All bids must be in a sealed envelope and received prior to Wednesday, July 26, 2017 at 9:00am when bids will be opened and read aloud in the Town Hall Conference Room located on the third floor of Town Hall at 1212 Whittemore Road, Middlebury, CT 06762.

PREPARATION OF PROPOSALS:

  • Proposals must be made upon the forms provided herein on page 10. All spaces in the Bid Proposal must be filled in correctly.
  • The Bidder must present the prices for which he proposes to complete each item of the work contemplated including all labor and materials. The Bidder shall sign his Proposal, if the Bid Proposal is made by a firm, partnership, or corporation, the Bid Proposal must be signed by an official of the firm, partnership, or corporation that has authorization to sign contracts, and must include the business address and business telephone number, partnership, or corporation, failure to do so may disqualify the bid.
  • The Town of Middlebury is not liable for any cost incurred for the preparation of proposals or submission of samples by the firms submitting proposals for the work requested in this bid document or request for proposals.
  • Corrections and/or modifications to bid proposals received after the closing time specified will not be accepted.
  • Each Bid Proposal must be submitted in a sealed envelope bearing on the outside the name of the project for which the Bid is submitted. If forwarded by mail, the sealed envelope containing the Bid must be marked "Bid – Electrical Work for the Middlebury Public Works Department” and enclosed in another envelope addressed to:

SUBMISSION OF BID PROPOSALS:

  • All bid proposals and literature shall be submitted on/attached to the proposal form contained herein.
  • Enclose Certificate of Insurance and W-9 form with bid proposal.
  • Descriptive literature containing complete specifications must accompany each bid. If a bidder wishes to furnish additional information, more sheets may be added.
  • Bid proposals shall be delivered by traditional method, by mail or hand delivery. Bid proposals delivered via fax will not be considered or accepted!

 

BID WITHDRAWAL:

  • Bidders may withdraw their proposals at any time prior to the bid opening date. Withdrawals of bids shall be in writing and formally received, dated and time stamped and be recorded by Lawrence Hutvagner, Chief Financial Officer prior to the date and time of the bid opening.
  • No Bidder shall withdraw, cancel or modify their proposal for a period of sixty (60) days after the bid opening.

 

USE OF SUBCONTRACTORS:

  • Subcontractors must be pre-approved by the Town of Middlebury and Director of Public Works.

 

BIDDER QUALIFICATIONS:

  • In determining the qualifications of a bidder, the Town of Middlebury may consider his record in the performance of any contracts for similar work into which he may have previously entered.
  • The Town expressly reserves the right to reject the bid of any bidder if it is disclosed that such bidder, in the opinion of the Town, has not properly performed such contracts or has habitually, and without just cause, neglected the payment of bills or has otherwise disregarded his obligations to subcontractors, suppliers, state or local codes, men or employees of subcontractors.
  • The Town may make such investigation as they deem necessary to determine the ability of the bidder to perform the work and the bidder shall furnish all such information and data for this purpose as the Town may request.
  • The Town reserves the right to reject any bid if the evidence submitted by or the investigation of such bidder fails to satisfy the Town that such bidder is properly qualified, or that such bidder misrepresented material facts in the bid documents.

 

DISQUALIFICATION OF BIDDERS:

  • More than one proposal from an individual, firm, partnership, corporation, or an association under the same or different names will not be considered. Reasonable grounds for believing that any Bidder is interested in more than one proposal for the same work will cause the rejection of all proposals in which such Bidder is interested.
  • Any or all proposals in which such Bidder is interested will be rejected if there is reason for believing that collusion exists among the Bidders and all participants in such collusion will not be considered in future proposals for the same work.
  • Proposals in which the prices are obviously unbalanced may be rejected. No Contract will be awarded except to competent Bidders capable of performing the class of work contemplated.

 

DELIVERY:

  • This work concerns a needed public improvement so the provisions of this bid relating to the time of delivery, performance and completion of the work are of the essence of this bid. Accordingly, the successful bidder shall commence work upon receipt of a signed purchase order unless the Town of Middlebury shall authorize or direct a further delay.
  • Prices quoted must include delivery to the Town of Middlebury. No additional charges will be allowed for moving equipment, transportation, parking, loading, express or cartage unless specifically stated and included in this bid. Scheduling of services may be considered in the award of the work.

 

PAYMENT:

  • The Town, after inspection and acceptance of workmanship, and in consideration of the faithful performance by the Bidder of all covenants, promises, and agreements contained herein, agrees to pay the Bidder for the full completion by him of the work embraced in this Contract, within (30) Thirty Days of the receipt of the final invoice.
  • Bid prices will be considered as NET, if no discount is shown.
  • The successful bidder shall include the job name, job address, and reference to the corresponding purchase order number when submitting an itemized invoice to the Town of Middlebury for the work as described herein after the completion of the work.
  • The Town of Middlebury will furnish the successful Bidder with the sales tax exemption authorization number.

IT IS UNDERSTOOD AND AGREED THAT SHOULD A BID BE ACCEPTED, IT WILL AUTOMATICALLY BECOME THE CONTRACT:

  • Notification of the bid award will be made by issuance of a purchase order.
  • Bidders are to list their bids on the appropriate attached sheets. Bidders may attach a letter of explanation but a clear notification should be made on the standard bid sheets at the appropriate point of explanation that there is a letter of explanation is attached.

 

NONDISCRIMINATION IN EMPLOYMENT:

  • The Town of Middlebury is an Equal Opportunity Employer and the successful bidder shall agree and warrant that, in the performance of this contract, he will not discriminate or permit discrimination against any person or group of persons on the grounds of race, color, sex, religion, or national origin in any manner prohibited by State, Federal, County, or Municipal law.

 

AWARD:

  • The Town of Middlebury reserves the right to award this contract or not, accept or reject any or all bids to best serve its interests, or to hold the bids for sixty (60) days before decision is made.
  • The Town reserves the right to reject any and all bids (or any part thereof), to waive defects in proposals, or to accept any proposal deemed to be in its best interest.

 

GUARANTEE:

  • The Successful Bidder shall unconditionally guarantee their work for a period of one (1) year from the date of acceptance; including to but not limited to workmanship, delivery and installation. If within the guarantee period there are any defects or signs of deterioration the bidder shall repair, adjust or replace the item(s) to the complete satisfaction of the Town of Middlebury. These repairs, adjustments, or replacements are at the sole expense of the Successful Bidder and shall be made to the satisfaction of the Director of Public Works and performed at times acceptable to the Town.

 

CARE AND PROTECTION OF PROPERTY:

  • The Successful Bidder shall take particular care to avoid damages to all private and public property.
  • The Successful Bidder shall make good any damages to public or private property to the satisfaction of the Town. There shall be no additional compensation from the Town for the repair or restoration of damaged property or vehicles owned by or caused by the successful bidders work.

 

INSURANCE REQUIREMENTS:

 

A.   Commercial General Liability:

Each Occurrence: $1,000,000

Personal/Advertising Injury per Occurrence: $1,000,000

General Aggregate: $2,000,000

Product/Completed Operations Aggregate $2,000,000

Fire Damage Legal Liability $ 100,000

Umbrella Coverage with a limit of no less than $2,000,000

B.   Automobile Liability:

Each Accident: $1,000,000

Hired/Non-Owned Auto Liability $1,000,000

C. Owners, Contractors Protective Liability, $1,000,000 per occurrence. The contractor will provide the Town with an original document of the full policy.

D. Worker's Compensation and Employer’s Liability as required by the State of Connecticut.

E. “Claims Made” coverage is unacceptable, with the exception of Professional Liability.

F.  The "Town of Middlebury" shall be named as additional insured on the contractors and subcontractor’s general liability and automobile liability and Umbrella Liability Certificate of Insurance. Said certificate shall clearly indicate service provided or some easily identifiable reference to the relationship to the Town of Middlebury and indicate a thirty (30) day endeavor to notify requirement in the event of cancellation or non-renewal of coverage.

G.  All insurance is to be provided by a company authorized to issue such insurance.

             H. Certificate of Insurance must accompany Bid Submission

 

GENERAL REQUIREMENTS:

  • The work covered by this section of the specification consists of furnishing all labor, equipment and materials necessary to perform all operations in connection with electrical work and other associated work included herein as directed by the Director of Public Works.
  • All electrical tradesmen are required to be licensed E1, E2 or Certified Electrical Apprentice with the State of Connecticut Electrical Apprenticeship program. Unlicensed tradesmen will not be permitted on this project.
  • Electrical Contractor is required to obtain an Electrical Permit. The base permit amount will be waived, however the State of Connecticut Education fee is not exempt. Current amount for this fee is Twenty Six Cents per thousand dollars.
  • Electrical Contractor shall examine the Specifications and walk the site to determine the exact extent of his work and for co-ordination with other trades. The Specifications indicate the general arrangement of systems and work included in the contract. If so directed by the Town, the Electrical Contractor shall make reasonable modifications in the layout to prevent conflict with other trades. Additionally, the Electrical Contractor shall co-ordinate equipment, conduit routes and coring with other trades before starting any work. Any modifications to equipment layout required for the installation are to be performed at no additional cost to the owner and with written approval from the Town.

 

ELECTRICAL METHODS AND MATERIALS:

  • Any apparatus, appliance, material and work not described in the project specifications, any incidental accessories necessary to make the work complete and perfect in all respects and ready for operation as determined by good trade practices, even if not particularly specified, shall be furnished, delivered and installed under their respective divisions without any additional cost to the owner.
  • Coring must be coordinated with all trades and pre-approved by the Director of Public Works. Coring and all other penetrations are required to be Fire Caulked. The electrical contractor shall be required to show a DPW representative all fire caulked coring penetrations before this project is accepted by the Town of Middlebury.
  • All branch circuits are to be installed in EMT conduit. Die Cast fittings are not acceptable. Conduit runs on the exterior of the building must be installed with compression fittings. Branch circuits must have a Green Grounding conductor.
  • All wire to be used must be copper / stranded with terminations approved for the purpose. Type THHN or THWN is acceptable.
  • MC Cable shall be constructed of galvanized steel armor outer covering with a supplemental cable tape, integral marker tape, type THHN/THWN insulated conductors and internal copper equipment grounding conductor. Type MC cable shall be manufactured by AFC or acceptable equivalent. Approved cable connectors are required, AC connectors cannot be used in place of MC connectors. Type MP-AP or AC armored cable (BX) shall not be permitted. Flexible Metal Conduit (FMC) or liquid tight flexible metallic conduit (LFMC) shall be used for all connections to vibrating equipment.
  • All low voltage and data cables must have approved supports. Support does not mean wire tee-wy's. Approved rings, bands, or other approved devices must be used. All cables shall be rigidly supported from the building structure with supports four (4’) feet on center. Conduit and cable lines will be installed parallel and perpendicular to building structural members.  Cables are not permitted to lay on ceilings, ceiling grid structure, equipment or ductwork

 

WORKMANSHIP:

  • All workmanship shall meet or exceed the National Electrical Code, Connecticut State Building Code and the Authority Having Jurisdiction - Middlebury Electrical Inspector and be to the highest standards of this particular craft. Work that is not to the highest standards will not be accepted, and will be corrected and/or replaced as required by the Town.

BID ITEM 1 - Vehicle Repair Garage Panelboard and Sub Feeder:

Panelboard Mounting

  • Panel will be mounted on a 4ft X 8ft X 3/4" finished plywood sheet and shall be located on the rear South West Wall / South corner of the Vehicle Repair Garage.  
    • All wood framing & plywood will be painted with Fire Retardant paint, Gunmetal Grey.
    • Care and accuracy should be taken with the framing of this structure.
    • Only No. 1, 2" X 6" Douglas Fir is acceptable for the new panel board framing.
    • Particular attention should be paid to the framing for this plywood.
    • Paint on both sides and all exposed edges.

 

The Panelboard "VRG" Requirements

Panelboard shall be of the same manufacturer as the existing equipment in the building or Equal to; Cutler Hammer or Square D. A new (30) circuit, 150 Amp / 3Phase / 4wire / 120 - 208 Volt Panelboard with a 150 Amp / 3 Pole / 120 - 208 Volt Main Circuit Breaker will be located on the rear South West Wall / South corner of the Vehicle Repair Garage. The Sub-Feeder for this new panel will be derived from the Generator Transfer Switch located on the South wall of the Vehicle Repair Garage to the left of the front Overhead Door. New circuit breakers to be supplied.

New Conduit and Wire:

Sub - Feeder will consist of (4) -  No. 1 THHN copper conductors and (1) -  No. 6 copper Green THHN Equipment Bonding Conductor. Conductors will be installed in 1-1/2'' EMT conduit originating from the Generator Transfer Switch to the New Panel "VRP". Conduit will rise vertically out of Generator Transfer Switch , 90* horizontally to a point that aligns with the new Grey Plywood Panel Board.

 

BID ITEM 2 – Public Works Garage panelboards to supply BGFD, (B&G and Fuel Depot)

New Panel Board BGFD, Fuel Depot Requirements:

  • Panel BGP will be mounted on a 4ft X 8ft X 3/4" finished plywood sheet.
    • All wood framing & plywood will be painted with Fire Retardant paint, Gunmetal Grey.
    • Care and accuracy should be taken with the framing of this structure.
    • Only No. 1, 2" X 6" Douglas Fir is acceptable for the new panel board framing.
    • Particular attention should be paid to the framing for this plywood.
    • Paint on both sides and all exposed edges.

 

      New Panelboard:

  • Panelboard shall be of the same manufacturer as the existing equipment or Cutler Hammer or Square D.
  • A new twelve (12) circuit, 100 Amp / 3Phase / 4wire / 120 - 208 Volt Distribution Panelboard with;   
    • 100 Amp / 3 Pole / 120 - 208 Volt Main Circuit Breaker and Sub Feeder circuit breakers;
      • One (1) 100 Amp / 3 Pole
      • One (1) 60 Amp / 3 Pole                                      
  • Panelboard will be located on the West (rear) wall of Public Works. The Sub Feeder for this new panel will be derived from Existing Panelboard VHS located on the West rear wall of the Public Works Garage to the left of the Overhead Door.

 

New Conduit and Wire:

  • Sub - Feeder will consist of four (4) /  No. 2 / THHN copper conductors and one (1) /  No. 6 / Green THHN bonding conductor.
  • Equipment Bonding Conductor will be installed in 1-1/2'' EMT conduit originating from existing panel to the New Panel. Conduit will run horizontally out of existing panel, to the rear of New Panel Board.

 

BID ITEM 3 – B&G PANEL

 

New Panel Board Requirements:

  • Panel BGP will be mounted on a 4ft X 8ft X 3/4" finished plywood sheet
    • All wood framing & plywood will be painted with Fire Retardant paint, Gunmetal Grey.
    • Care and accuracy should be taken with the framing of this structure.
    • Only No. 1, 2" X 6" Douglas Fir is acceptable for the new panel board framing.
    • Particular attention should be paid to the framing for this plywood.
    • Paint on both sides and all exposed edges.
  • Consult Project Electrical Specifications for the exact location of all conduits entering the Public Works Garage from the Fuel Depot. A mix of power, lighting, data and camera conduits are indicated on the Drawing. These conduits must penetrate the exterior building siding and the plywood electrical board so as not to cause damage to the siding and have only the holes required for the correct number of conduits. Conduits containing like types of wire; power, data and camera must be kept in order so as not to crisscross each other.

 

New Panelboard BGP:

  • Panelboard shall be of the same manufacturer as the existing equipment or Cutler Hammer or Square D.
  • A new thirty (30) circuit, 100 Amp / 3Phase / 4wire / 120 - 208 Volt Distribution Panelboard with;  
  • 100 Amp / 3 Pole / 120 - 208 Volt Main Circuit Breaker and Sub Feeder circuit breakers;
    • Branch circuit breakers:
  • (2) 30 Amp  3 Pole
  • (2) 20 Amp  3 Pole
  • (2) 20 Amp  2 Pole
  • (14) 20 Amp 1 Pole
  • Shall be located on the West Wall (back)/ North corner of the Public Works Garage
  • The branch circuit for this new panel will be derived from Existing Panel located on the West rear wall of the Public Works Garage to the left of the Overhead Door. New circuit breakers supplied must be compatible with existing panel boards.        

 

New Conduit and Wire

  • Sub - Feeder will consist of four (4) /  No. 2 / THHN copper conductors and one (1) /  No. 6 / Green THHN bonding conductor.
  • Equipment Bonding Conductor, installed in 1-1/2'' EMT conduit originating from existing Panel to the New Panel for the fuel depot. Conduit will rise vertically out of existing panel, 90* horizontally over the West Overhead garage door to a point that aligns with the new Grey Plywood Panel Board

 

BID ITEM 4 - Panelboard  "FDP" Requirements (Fuel Depot Panel)

  • Panelboard shall be of the same manufacturer as the existing equipment and Cutler Hammer or Square D are acceptable.
  • A new (12) circuit, 100 Amp / 3Phase / 4wire / 120 - 208 Volt Distribution Panel with a 60 Amp / 3 Pole / 120 - 208 Volt Shunt Trip Main Circuit Breaker
  • Shall be located on the West Wall / North corner of the Vehicle Storage Garage.
  • The Sub Feeder for New Panelboard FDP will be derived from New Panelboard BGFD located on the West / South rear wall of the Vehicle Storage Garage to the left of the Overhead Door.
  • Circuit Breakers included in Panelboard FDP.
    • (2)       20A / 3P
    • (6)       20A / 1P

 

Conduit and Wire

  • Sub - Feeder will consist of (4) /  No. 2 / THHN copper conductors and (1) /  No. 6 / Green THHN
  • Equipment Bonding Conductor, installed in 1-1/2'' EMT conduit originating from Panelboard BGFP to the New Panelboard "FDP". Conduit will rise vertically out of Panelboard BGFD, 90* horizontally over the West Overhead garage door to a point that aligns with the new Grey Plywood Panel Board.
