2011 Revaluation
Project update - February 21, 2012
The Revaluation project has been completed.
Recap - December 2011 - February 20, 2012
In December 2011 all owners were mailed a revaluation assessment notice. The assessment reflects 70% of market value as of October 1, 2011. The notice also informed owners on how to schedule an informal review hearing. Approximately 65 informal hearings were conducted.
In January 2012, those owners that attended hearings were mailed a final assessment notification.
Middlebury real property data, effective October 1, 2011, is now accessible at http://www.vgsi.com
In February 2012, owners made formal written assessment appeals for real, personal property, and supplemental motor vehicles to the Board of Assessment Appeals on a prescribed forms.
The Assessor's Office assisted the Board of Assessment Appeals by providing access to assessment appeal application forms, and collecting all filed appeal applications.
According to CGS 12-111 and CGS 12-112, assessment appeals shall be filed, in writing, on or before the February 20th.
The deadline for filing a written appeal was February 20, 2012. The Assessor's Office has date stamped all applications received.
There were 42 appeals filed.
What's Next
The Board of Assessment Appeals will contact all appellants who submitted applications, in accordance with CGS 12-111 and CGS 12-112, to schedule a formal appeal hearing. All hearings will be scheduled in March 2012.

2011 Revaluation Project Information
In November 2010, Vision Appraisal Technology and the Assessor conducted two public informational meetings.
Other 2011revaluation information is accessible on the Middlebury/Vision Appraisal Technology link “2011 Middlebury Revaluation Informational Site” It includes frequently asked revaluation questions, a summary of the objectives of a revaluation, a revaluation project flowchart, and revaluation informational articles and videos.
The Town of Middlebury 2011 revaluation of real property began in January 2011.

The Town hired two companies to work in conjunction with Assessor during this project. Vision Government Solutions assisted with appraisals on the general project and Municipal Valuation Services assisted with appraisals of the top ten valued commercial/industrial properties. At the conclusion of the project the Assessor and both companies must certify to achieving uniformity performance standards pursuant to Connecticut General Statutes.
