2012 Grand List

The 2012 Grand List has been signed. 
Assessment increase notices were mailed on February 1, 2013.
 
 
What we are responsible for:
 
Complies an annual Grand List  which is filed on January 31st listing owners, addresses, and assessments for all taxable and tax exempt properties located in the Town of Middlebury. This involves the ongoing discovery, valuation, listing, of taxable and exempt property.
 
The Grand List is effective October 1st each year. Property is assessed at 70% of market value. Only CT assessors holding a valid CCMA ceritifcation can sign annual Grand Lists.  
 

The Grand List generates the greatest amount of revenue to the Town of Middlebury through the collection of taxes.

 

Files containing real, motor vehicle, and personal property data are maintained throughut the year.

 Other responsibilites include:

 

Real property maintenance includes physical and legal changes made to all real property such as ownership information, building permits issued, and land use approvals such as lot line revisions and approved subvisions. Performs annual real property inspections pursuant to observed physical change, and open and closed building permits.

2010 CERC TOWN DATA

 

Motor vehicle maintenance includes the verification, accounting and valuation of data provided by the Ct Department of Motor Vehicles. This office also issues motor vehicle tax credits based on required proof as required and contained within the below link.

Personal property maintenance includes the reconciliation, valuation, and listing of property (primarily that associated with a business) as filed by each owner on November.

 

Performs ongoing personal property audits to insure all business property is accounted for and is assessed in accordance with Connecticut General Statutes.

Other responsibilites include:

 

Assists the public with requests for information..

 

Reviews and records ongoing property sales.

 

Maintains real property sales file.

Maintains Assessment Maps  to account for all taxable and tax exempt parcels of land showing the relative size and location of each. They are constructed and updated annually based on information contained within recorded deeds and surveys effective for the October 1 Grand List. They are accessible for viewing and printed copies via the link at the top of this page.

 

Performs revaluations of real property every five years pursuant to 12-62 of the Connecticut General Statues. Middlebury's last revaluation is effective for October 1, 2011. 

 

Provides annual reports to the Connecticut Office of Policy and Management pursuant to Connecticut General Statutes.  

 

Administers state and local tax relief programs, grants exemptions as permitted by Connecticut General Statutes such as veterans, disability, blind, manufacturing, forest, farm,  and elderly tax relief credits.
